HJI Group professionalism is a key factor in its capacity building ability, and it is essential for the sustainable and swift development of cities in China and all over the world. To achieve that goal, institutions and public services must operate at full capacity.
HJI Group won the bid for the ADB-financed project for environment improvement from the Liaoning Provincial Development and Reform Commission. We assisted the government in project management, institutional strengthening, and training. Institutional strengthening includes enterprise reform and company management, tariff reform, financial management improvement, planning and management reform, and private sector participation. Thanks to this assistance, Liaoning area was able to steadily conduct efficient capacity building efforts.
The project was divided into major components: institutional strengthening, reforms and corporate governance improvement; coal bed methane and coal mine methane development in Fuxin (constructed 22 vertical wells, 69,000 cubic meters gas storage tanks); gas distribution improvement in Fushun and Benxi (replaced 58.5 km of gas pipeline, addition of 5 km of new gas pipeline and increase gas users of 65,000 households); central heating supply in Anshan, Benxi, Liaoyang and Yingkou cities (constructed 13 hot water boilers, one heat and power plant, closed 312 small boilers and constructed 51.2 km heat distribution pipeline plus stations).
